Muscatine County Board of Supervisors

    The Muscatine County Board of Supervisors met in regular session at 7:00 P.M. with
    Furlong, Howard, Sorensen, Sauer and Kelly present. Chairperson Sorensen presiding.
    On a motion by Kelly, second by Furlong, the agenda was approved as written. Ayes:
    All.
    Charles Lorensen, 1808 Briarwood Lane, expressed concern that there were no agendas
    or detailed information about agenda items, such as a report on Deep Lakes Park, at the
    Musser Public Library for meetings since March 2013. Administrative Services Director
    Nancy Schreiber stated the library does receive all of the agendas, but as far as a report
    regarding Deep Lakes Park, there was no report included in the packet.
    Discussion was held with Vic Amoroso, A&J Associates, on Muscatine County Old Jail
    HVAC Design Project – Phase 2 Change Authorization Request #5 Rev.1. Amoroso
    stated this change is to repair structural damage to the roof and install 42” Miro stairs to
    the Venmar unit service door. On a motion by Furlong, second by Howard, the Board
    approved Muscatine County Old Jail HVAC Design Project - Phase 2 Change
    Authorization Request #5 Rev.1 in the amount of $13,153.00. Ayes: All.
    Discussion was held with Amoroso regarding a proposal for consulting engineering
    services for the construction of a replacement HVAC system evaporative cooler for the
    Muscatine County Community Services Building. Amoroso stated this is for A&J
    Associates to design the replacement of the system associated with the evaporative
    cooling and to allow the County to be able to go out for competitive bids. On a motion by
    Howard, second by Kelly, the Board accepted a proposal from A&J Associates for
    consulting engineering services for the construction of a replacement HVAC system
    evaporative cooler for the Muscatine County Community Services Building. Ayes: All.
    Discussion was held with Conservation Director Curt Weiss regarding plans for Deep
    Lakes Park. Weiss invited the Board to a public meeting Thursday, August 29

    at 5:00
    P.M. at the Discovery Center to discuss the plans for Deep Lakes Park. Weiss stated the
    long term plan developed by a committee of sixteen members includes rental cabins,
    campgrounds, shelters, restrooms, parking lots, boat ramps, a swimming area and limited
    roads. Weiss stated that this 435 acre park was a very valuable gift to the citizens of
    Muscatine County. Weiss stated that the County received funding for the boat ramp
    which he hopes will be completed by the end of October. The Board stated they
    appreciate the work Weiss does for Muscatine County.
    Discussion was held regarding the future use or demolition of the Old Jail/Sheriff’s
    Quarters. Michael Maharry, Friends of Muscatine Historic Preservation President,
    suggested the Old Jail/Sheriff’s Quarters might possibly be used to house the Muscatine
    County Convention and Visitor’s Bureau. Maharry stated he would suggest getting an
    estimate to remove the 1972 addition to the building. Furlong stated he appreciates old

    buildings, but also knows that sometimes it is more cost effective to move forward with a
    new building. Furlong suggested the Board try to get an estimate for both the removal of
    the newer addition as well as an estimate for the removal of the entire structure. Kelly
    stated it appears everyone is in favor of removing the newer cinder block addition.
    Sorensen agreed that at a minimum the cinder block addition should be removed. On a
    motion by Furlong, second by Howard, the Board authorized the solicitation of bids to
    remove just the 1972 cinder block addition as well as bids to demolish the entire Old
    Jail/Sheriff’s Quarters. Ayes: All.
    Discussion was held with David Nowling, Muscatine County Historic Preservation
    Commission Chairperson, regarding an application for Certified Local Government
    Status. Nowling stated that getting Local Government Status means the State will take the
    Commission more seriously when awarding funding. On a motion by Furlong, second by
    Kelly, the Chair was authorized to sign letters to the State Historical Society of Iowa
    requesting Certified Local Government Status and addressing Professional Qualifications
    Requirements for Historic Preservation Commissioners. Ayes: All.
    On a motion by Kelly, second by Sauer, minutes of the Monday, August 19, 2013 regular
    meeting were approved as written. Ayes: All.

    Kelly reported contacts regarding Ripley Trailer Court’s water quality.
    Howard reported contacts regarding hog confinements.
    Howard reported a contact regarding a planning and zoning concern.

    On a motion by Kelly, second by Sauer, the Board set a public hearing for September 9,
    2013 at 9:00 A.M. on a request from James E. or Jeanette A. Billingsley, record owners,
    to rezone approximately 3.45 acres in Moscow Township from C-2 Commercial District
    to A-1 Agricultural District. Ayes: All.
    On a motion by Howard, second by Sauer, the Board approved Resolution #08-26-13-01
    Abating Taxes on Deep Lakes Park, County-Owned Property. Roll call vote: Ayes: All.

    On a motion by Kelly, second by Furlong, the Board approved Proclamation #08-26-13-
    01 Labor Day. Ayes: All.
    Administrative Services Director Nancy Schreiber stated that ISAC has requested a
    meeting with the Board of Supervisors and Staff on September 23

    . Schreiber stated that
    Wellmark would also like to come that day. The Board directed Schreiber to schedule
    both meetings during the day as well as a night meeting for normal Board business on
    September 23rd.
