Muscatine County Board of Supervisors
    Monday, July 22, 2013
    The Muscatine County Board of Supervisors met in regular session at 7:00 P.M. with
    Furlong, Howard, Kelly, Sauer and Sorensen present. Chairperson Sorensen presiding.
    On a motion by Kelly, second by Furlong, the agenda was approved as written. Ayes:
    All.
    On a motion by Kelly, second by Sauer, claims dated July 22, 2013 were approved in the
    amount of $593,407.17. Ayes: All.
    A public hearing was called to order by Chairperson Sorensen at 7:03 P.M. regarding the
    designation of the Van Meter, Inc. Urban Renewal Area, a proposed urban renewal plan
    and project, and the approval of a Development Agreement between Muscatine County
    and Van Meter, Inc. Greg Jenkins, Greater Muscatine Chamber of Commerce and
    Industry, spoke in support of the proposed project. No one spoke against the proposed
    project. On a motion by Howard, second by Kelly the public hearing was closed at 7:05
    P.M. Roll call vote: Ayes: All.
    On a motion by Kelly, second by Furlong, Resolution #07-22-13-01, A Resolution to
    Declare Necessity and Establish an Urban Renewal Area, Pursuant to Section 403.4 of
    the Code of Iowa and Approve Urban Renewal Plan and Project for the Van Meter, Inc.
    Urban Renewal Area and Approve Development Agreement was approved. Roll call
    vote: Ayes: All.
    On a motion by Furlong, second by Sauer, the Board approved Ordinance #07-29-13-01,
    Providing For The Division Of Taxes Levied On Taxable Property In The Van Meter,
    Inc. Urban Renewal Area, Pursuant to Section 403.19 of the Code of Iowa, on the first of
    three readings. Roll call vote: Ayes: All.
    Van Meter, Inc. Representative, Attorney Marty Stoll, Shuttleworth & Ingersoll, P.L.C.,
    Attorneys at Law, asked the Board to consider combining the second and third readings
    of the ordinance at the next Board meeting. The Board directed Administrative Services
    Director Nancy Schreiber to do so for the next regular meeting.
    On a motion by Howard, second by Kelly, the Board approved a preliminary plat of the
    proposed one lot agricultural subdivision, Slach Seven Subdivision, containing
    approximately 5.18 acres in Pike Township. Ayes: All.
    On a motion by Howard, second by Kelly, the Board approved Resolution #07-22-13-02,
    Approval of Final Plat of Slach Seven Subdivision. Roll call vote: Ayes: All.
    The Board reviewed the following Special Use Permit approved by the Muscatine County
    Board of Adjustment on July 12, 2013: Case #13-07-01 is an application filed by Hollie
    A. Rock, Record Owner. This property is located in Moscow Township, in the NW ¼ of

    Sec. 17-T78N-R2W, Tract #4, Plat of Survey, 1209 Marolf Drive, containing
    approximately 0.22 acres and is zoned A-1 Agricultural District. This request, if
    approved, would allow the Zoning Administrator to issue a Special Use Permit in order
    for Ms. Rock to place a Seasonal Recreational Cottage on this property. The Board of
    Adjustment approved this request.
    On a motion by Furlong, second by Sauer, the Board set a public hearing for August 5,
    2013, at 9:00 A.M. on a request from Steven A. Kraklio, record owner, to rezone
    approximately 1.84 acres in Moscow Township from I-2 Heavy Industrial District to R-2
    Residential District. Ayes: All.
    On a motion by Howard, second by Sauer, minutes of the Monday, July 15, 2013 regular
    meeting were approved as written. Ayes: All.
    Correspondence:
    The Board received a letter from the Dubuque County Board of Supervisors
    regarding legislative action to increase the gas tax in order to increase
    funding for secondary roads.
    Howard received an inquiry regarding County surplus equipment.
    Howard received a call regarding watering of the courthouse lawn.

    On a motion by Furlong, second by Howard, the Board approved Resolution #07-22-13-
    03, Assigning Tax Sale Certificate. Roll call vote: Ayes: All.
    On a motion by Kelly, second by Furlong, the Board approved the appointment of Kenny
    Hora as Medical Examiner Investigator. Ayes: All.
    On a motion by Furlong, second by Howard, the Board authorized the Chairperson to
    execute a Paul Coverdell Forensic Science Improvement Act Grant application for
    funding for medicolegal death investigation training for Kenny Hora. Ayes: All.

    The Muscatine County Board of Supervisors met in regular session at 7:00 P.M. with
    Furlong, Howard, Kelly, Sauer and Sorensen present. Chairperson Sorensen presiding.
    On a motion by Kelly, second by Furlong, the agenda was approved as written. Ayes:
    All.
    Charles Lorensen, 1808 Briarwood Lane, Muscatine, expressed concerns about
    handicapped accessibility at Deep Lakes Park and the condition of the road at the Gedney
    Lake area. Furlong stated the Board would pass Lorensen’s comments on to the
    Muscatine County Conservation Board.
    Jessica Bracket, Executive Director of Clean Air Muscatine (CLAM) updated the Board
    on sulfur dioxide levels in the air in Muscatine during the current year as compared to
    2012 levels. Bracket stated there were more occurrences of sulfur dioxide exceedence
    levels in 2013 than in 2012. Bracket stated the levels are monitored and reported by the
    Iowa Department of Natural Resources. Bracket asked the Board to try to find out from
    local businesses why the levels are higher.
    On a motion by Howard, second by Kelly, the Board waived the requirement for three
    readings for the passage of Ordinance #07-29-13-01 Providing for the Division of Taxes
    Levied on Taxable Property in the Van Meter, Inc. Urban Renewal Area, Pursuant to
    Section 403.19 of the Code of Iowa. Roll call vote: Ayes: All.
    On a motion by Kelly, second by Howard, the Board approved Ordinance #07-29-13-01
    Providing for the Division of Taxes Levied on Taxable Property in the Van Meter, Inc.
    Urban Renewal Area, Pursuant to Section 403.19 of the Code of Iowa, on the second and
    final reading. Roll call vote: Ayes: All.

    The Board received an email regarding issues with dumping in the Funk’s
    Hill area.
    Howard received calls regarding dumping and drainage issues in the Funk’s Hill
    area.
    Sorensen received a call from a resident on North Isett Avenue thanking and
    complimenting the Board on recent County road improvements
    .
    Sauer received a call regarding debris dumped and burned in ditches along Iowa
    Highway 22.
    Sauer received a call regarding the proposed hog confinement construction permit
    application.

    On a motion by Howard, second by Sauer, the Board approved Resolution #07-29-13-01
    Granting an Extension for Filing the Final Plat of Stone House Creek Overlook
    Subdivision. Roll call vote: Ayes: All.
    On a motion by Kelly, second by Furlong, the Board authorized the Chair to execute a FY
    14 Provider and Program Participation Agreement between Muscatine County and St.
    Luke’s Hospital. Ayes: All.
    On a motion by Furlong, second by Sauer, the Board authorized the Chair to execute a
    Preferred Provider Agreement between Center for Alcohol and Drug Services, Inc. and
    Muscatine County. Ayes: All.
    On a motion by Furlong, second by Howard, the Board set a public hearing for Monday,
    August 12, 2013 at 9 a.m. on a confinement feeding operation construction permit
    application from Pork 360 East Site, Section 16, Bloomington Township. Ayes: All.
    The Board reviewed the health/dental fund balance as of June 30, 2013.
    County Engineer Keith White updated the Board on various County road construction
    projects and a recent meeting with FEMA representatives.
