Muscatine County Board of Supervisors

The Muscatine County Board of Supervisors met in regular session at 9:00 A.M. with
Furlong, Howard, Kelly, Sauer and Sorensen present. Chairperson Sorensen presiding.
On a motion by Kelly, second by Furlong, the agenda was approved as written. Ayes:
All.
A Public Hearing was called to order at 9:02 A.M. by Chairperson Sorensen to take
public comment on a construction permit application for a new 1,000 head deep pit swine
finisher building from Maxwell Farms #1 in Moscow Township. In response to a
question from Howard, Zoning Administrator Jodee Stepleton reviewed hog confinement
lots with the Board. Stepleton stated that at the Maxwell facility the separation distance
is determined by their 1992 building. No one spoke against the application. On a motion
by Furlong, second by Howard, the public hearing was closed at 9:06 A.M. Roll Call
Vote: Ayes: All.

Street, Muscatine, Iowa addressed the Board regarding a
request from S.A.F.E. for the Board members to sign a letter opposing Mid-American
Energy’s proposed nuclear or gas plant in Muscatine County. Henning reviewed
alternatives to nuclear energy such as natural gas and burning clean coal; the benefit of
retrofitting existing facilities; and tax incentives as other options to building a nuclear
power plant. No Board action was taken. Furlong requested that the proposed letter be
revised by changing the wording from “this resolution” to “this letter”. Kelly, Sauer,
Sorensen, Howard and Furlong individually signed the revised letter. Board consensus
was for S.A.F.E. to return with a Resolution detailing the options discussed at this
meeting.
On a motion by Kelly, second by Furlong, the Board approved the Muscatine County
Recorder’s Report of Fees Collected for the quarter ending March 31, 2013 in the amount
of $62,373.94. Ayes: All.
On a motion by Furlong, second by Sauer, the Board approved the Muscatine County
Sheriff’s Office - Civil Department’s Report of Fees Collected for the quarter ending
March 31, 2013 in the amount of $29,374.87. Ayes: All.
On a motion by Kelly, second by Furlong, the Board approved the Muscatine County
Treasurer’s Report of Fees Collected for the quarter ending March 31, 2013 in the
amount of $108,055.57. Ayes: All.
On a motion by Kelly, second by Furlong, the Board approved the Muscatine County
Auditor’s Report of Fees Collected for the quarter ending March 31, 2013 in the amount
of $6,957.21. Ayes: All.

The Muscatine County Board of Supervisors met as a Board of Canvassers for the Wilton
School Public Measure B Special Election held Tuesday, April 2, 2013. The Board
certified the following results to be a true and correct abstract of the votes cast in the
election: Yes Votes: 139; No Votes: 37; Total Votes: 176. The measure was adopted.
On a motion by Howard, second by Sauer, minutes of the Monday, April 1, 2013 regular
meeting were approved as written. Ayes: All.
Correspondence:
Administrative Services Director Nancy Schreiber reported the Board received a
notice from the City of Muscatine that Muscatine Power and Water has
submitted an application to rezone a 42 acre parcel at 3205 Cedar Street
from R-3 single family residential to C-3 planned commercial.
Schreiber reported the Board received a letter from the Muscatine County Board
of Health recommending that the Board of Supervisors support the City of
Muscatine providing pool, tanning and tattoo parlor inspections as of
July 1, 2013.
Kelly, Sorensen, Howard and Furlong received several contacts regarding the
possible building of a nuclear power plant in Muscatine County.
Sauer received two calls concerning a possible hog confinement lot on Mulberry
Avenue and 180

Street.
Howard received calls regarding County road conditions on Highway 61 and on
County Road G-28.

reception and signing ceremony on April 1st. Howard and Kelly met with representatives
from local steel mills regarding slag issues on April 1

Forum at the Muscatine Community College on April 6

. Sauer attended the Muscatine
County Conservation Clean-Up Day on April 6
th
.
Discussion was held with County Engineer Keith White regarding access entrances on to
County roads. White stated that current County policy does not sufficiently address the
concern that continued development within the County without regulating access
entrances will cause increased damage to the roads. The Board directed White to work
with the Zoning Office to develop an access entrance policy.

On a motion by Kelly, second by Furlong, the Board authorized the Chair to execute a
contract with Hometown Plumbing and Heating for the Muscatine County DHS Building
HVAC Design Phase 2 in the amount of $743,390.00. Ayes: All.
On a motion by Kelly, second by Sauer, the Board approved Resolution #04-08-13-01
