2. Resolution Awarding Contract for the South End Fire Station Project

A. Presented for City Council’s consideration is a resolution awarding a contract for the South End

Fire Station Project. In February City Council approved the plans, specifications, form of

contract, and cost estimate, and set the bid opening date for the project. Five bids were received

with the lowest responsible bid from First Construction Group Inc. in the amount of $1,299,202.

The estimate provided by Invision Architectural was $1,225,000. City staff and the architectural

firm are currently working on potential costs savings for the project. In addition staff plans to

work with the low bidder to value engineer the project where possible in ways that will not affect

the I-Jobs grant award. The soft cost of attorney’s fees, additional A&E, professional services,

civil engineering, and soil lab analysis services are also estimated to be over budget due to site

location changes as well as changes to the building design due to the new narrower site. It is now

estimated that an additional $191,000 (for a total of $441,000 in local costs) is needed for the

entire project which provides for a contingency of 2.5% or just over $32,000. The initial

estimated local share for this project was $250,250. It is staff’s recommendation that the South

End TIF fund or excess bond proceeds be utilized to cover the balance of the project cost.
