Regular Meeting of the Board of Trustees
Muscatine Art Center
January 20, 2011

President, Tom Spread opened the meeting.
Visitors:
None present.
Minutes:
It was moved by Jeffrey Stone, seconded by Becky Wichers to approve the minutes of the
December 17, 2010 regular meeting as distributed. Motion carried.
Bills:
It was moved by Jennifer Conard, seconded by Mark Huddleston to approve for payment monthly
bills totaling $1,619.50. Motion carried. Tom Spread and David Meloy signed the Schedule of Bills by
Fund.
Credit Card Expenses
- It was moved by Caren Luke, seconded by Jeffrey Stone to approve for
payment monthly credit card expenses totaling $47.72. Motion carried. Tom Spread and David Meloy
signed the Monthly Log of Credit Card Expenditures.

Building & Grounds:
Mark Huddleston reported
1)
   New Gun Law – 
Barb Christensen raised the question whether there was a need to address
the new gun law as it relates to the Art Center premises. Following discussion, the following resolutions
were submitted for approval:
RESOLVED
, that the Muscatine Art Center will post signs on each entrance
to the Art Center building prohibiting guns inside the Art Center buildings and on Art
Center property.
‘FURTHER RESOLVED,
that the Muscatine Art Center will incorporated
language into its contracts prohibiting guns inside the Art Center buildings and on Art
Center property.’”
It was moved by Mark Huddleston and seconded by Becky Wichers to approve the resolutions.
Motion carried.
Finance & Budget:
Caren Luke reported.
1)
Financials
– The monthly financials for December 2010 reviewed. No action taken.
2)
2011/2012 Budget
. Budget hearing scheduled for Saturday, January 29, 2011 at City Hall
(lower level). A definitive time has not been set for the hearing but will be between the hours of 1:00 PM
and 4:00 PM. Members of the Board are encouraged to attend. It was determined that no additional
support from the Friends of the Muscatine Art Center need be present at the budget hearing.
3)
Support Foundation Budget.
Tom Spread noted the Support Foundation met last week and
approved its budget. The Support Foundation budgeted $50,000 to the Art Center and also approved
giving the budgeted amount directly to the Art Center for deposit into the NOW account at First National

Bank with the understanding the Art Center will be responsible for on-going investment responsibilities.

Long Range Planning:
Jeffrey Stone reported.
1) The Committee (Jeffrey Stone, Chm., Doug Krieger, David Meloy and Tom Spread, ex-officio)
will meet before the next Board meeting to discuss funding going forward.
Personnel:
Barb Christensen reported.

Board Members -
David Meloy will go off the board effective June 30, 2011. Tom Spread,
Becky Wichers and Caren Luke are up for renewal effective June 30, 2011. Names of potential new
Board member should be submitted before the May meeting.
2)
Staff Recognition
- Barb recognized Virginia Cooper, Andy Tabor and Tim Newton for the
great job dismantling the Springs Sprockets & Pulleys exhibition in preparation for the meet and greet the
Chief of Police candidates on January 21 and the John Bloom exhibit opening on January 30.

Chief of Police Candidates
– A public reception will be held on Friday, January 21, 2011
from 5:30 – 7:30 PM to meet the candidates for the Chief of Police position.

Annual Eagles & Ivory Ragtime Weekend (Sept. 28-30)
sponsored by the Muscatine
County Arts Council will hold a Mini Concert with Ray Templin on Saturday, January 29, 2011 at 1:30 PM
and an Ivory and Gold Concert on Sunday, January 30, 2011 at 2:00 PM at the Art Center in the Music
Room.

Civil War Exhibition
has received official endorsement from the Iowa Civil War
Sesquicentennial Committee.

1)
Eckhardt Estate
– There has been a slight delay in the distribution paperwork for the
Eckhardt Estate. Tom Spread reported that the Support Foundation would receive the Art Center’s
$90,000 gift next week.
