PUBLIC HEARING
A. Proposed Designation of the Muscatine 2010 Industrial Urban Renewal Area and
Urban Renewal Plan
Previously City Council took action to establish a public hearing on the proposed
designation of the Muscatine 2010 Industrial Urban Renewal Area and Urban
Renewal Plan. The purpose of the plan is to facilitate the use of tax increment
financing incentives in support of the improvements that are being made at the Heinz
facility. Prior to any action being taken on this proposed designation, a public hearing
is required.
Now is the time for the public to comment on the proposed designation of the
Muscatine 2010 Industrial Urban Renewal Area and Urban Renewal Plan.

A. Resolution Approving the Designation of the Muscatine 2010 Industrial Urban
Renewal Area and Urban Renewal Plan
Presented for City Council’s consideration is a resolution approving the designation
of the Muscatine 2010 Industrial Urban Renewal Area and Urban Renewal Plan. The
purpose of the plan is to facilitate the use of tax increment financing incentives in
support of the improvements that are being made at the Heinz facility.

B. Resolution Setting a Public Hearing on the Annual Application for State and Federal
Transit Funds for Fiscal Year 2010/2011
Presented for City Council’s consideration is a resolution setting a public hearing on
the annual application for state and federal transit funds for fiscal year 2010/2011.
Each year the city is required to submit a request to the State of Iowa for federal and
state assistance to support the city’s MuscaBus operation. As part of the city’s
application, it is anticipated the city would receive $275,375 in federal assistance,
$182,386 in state assistance, $7,887 for the New Freedom program, and $42,000 for
the JARC program. Prior to any formal application being made, a public hearing is
required. Said public hearing will be held Thursday, February 18, 2010, at 7 p.m.

C. Resolution Authorizing the Assessment of Unpaid Abatement Costs to Private
Properties
Presented for City Council’s consideration is a resolution authorizing the assessment
of unpaid abatement costs to private properties. Periodically city staff provides to
City Council a request for the assessment of nuisance abatement costs against private
property owners. At this time staff is forwarding the assessment list for unpaid
abatement costs totaling $8,994.31.

D. Resolution Authorizing the Demolition of Property Located at 103 W. 11
th
Street
Presented for City Council’s consideration is a resolution authorizing the demolition
of property located at 103 W. 11
th
Street. On August 10, 2009, this property was
damaged by fire resulting in a total loss. Numerous attempts have been made to work
with all known interested parties/property owners to abate the nuisance at this
location. It is staff’s recommendation the Building Official be ordered to proceed
with the demolition of this structure in an amount not to exceed $13,000. Once the

work has been completed, Council will be asked to certify the costs to the county for
placement on the tax roles as prescribed by State Code.
