PUBLIC HEARING
A. Proposed Submission of Application for State and Federal Transit Funds for the
2009/2010 Fiscal Year
Previously City Council took action to establish a public hearing for the proposed
submission of an application for state and federal transit funds for the 2009/2010
fiscal year. Each year the city receives state and federal funding to support the city’s
MuscaBus operation. As part of the city’s anticipated application, the city would
receive $271,862 in federal assistance, $186,850 in state assistance, $7,893 for the
New Freedom Program, and $40,000 for the JARC Program. Prior to the formal
application being made for funding, a public is required.
Now is the time for the public to comment on the proposed application for state and
federal transit funds for the 2009/2010 fiscal year.

D. Request for Use of City Property for Annual Boat Show
Presented for City Council’s consideration is a request from David Moritz for the use
of the Muscatine Riverfront for the annual boat show. The boat show is slated to take
place May 15-17, 2009 from 6 a.m. to 9 p.m. each day. As in the past, the boat show
will offer a variety of boating related activities. If approved, this will be the third such
event held on the riverfront.
Is there a motion to approve the use of city property for the annual boat show on May
15-17, 2009?

A. Resolution Authorizing the Submission of an Application to the Iowa Department of
Transportation for State and Federal Transit Funds for Fiscal Year 2009/2010
Presented for City Council’s consideration is a resolution authorizing the submission
of an application to the IDOT for state and federal transit funds for fiscal year
2009/2010. Previously a public hearing was held to receive public comment on the
proposed application for state and federal funding. The city will receive $271,862 in
federal assistance, $186,850 in state assistance, $7,893 for the New Freedom
Program, and $40,000 for the JARC Program.
Is there a motion to adopt the resolution authorizing the submission of an application
to the IDOT for state and federal transit funds for fiscal year 2009/2010?
B. Request Approval to Submit Grant Application to the Muscatine Health Support
Foundation for an Automatic CPR Device for the Fire Department
Presented for City Council’s consideration is a request to approve the submission of a
grant application to the MHSF for an automatic CPR device for the Fire Department.
Twice a year the city has the opportunity to make application for qualifying
programs, activities, and equipment. This year the city’s Fire Department is interested
in submitting a grant application for $10,000 for an automatic CPR device. This
device provides the latest technology in providing effective chest compressions on
cardiac arrest victims. There are no matching funds required for this grant
application.

C. Request to Approve 2009 Goals and Objectives
Presented for City Council’s consideration is a request to approve the goals and
objectives for 2009. In January of this year the City Council met to update and revise
its objectives for 2009. Those objectives are now being submitted for final
consideration and adoption by City Council.
