associated with other club activities planned for that day.

FROM THE PLANNING AND ZONING COMMISSION
A. Resolution Setting Public Hearing to Amend the City’s Sign Ordinance
Presented for City Council’s consideration is a resolution setting a public hearing to
amend the city’s sign ordinance. In 2006 the City Council took action to approve an
ordinance allowing for electronic message centers. At that time, it was acknowledged
by those involved in the process of developing the ordinance that at some point in the
future further review would be necessary. Earlier this calendar year, the city’s
Planning and Zoning Commission began that review. As part of the formal process of
review, a public hearing is being requested in advance of any formal action by City
Council. It should be noted that the establishment of the public hearing would be after
the City Council’s July in-depth meeting to allow for a more in-depth review.
Is there a motion to adopt the resolution setting a public hearing to amend the city’s
sign ordinance for Thursday, July 17, 2008, at 7 p.m.?

A. Resolution Setting a Public Hearing on Phase III Landfill Design and Ravines 5 and 6
Closure Project
Presented for City Council’s consideration is a resolution setting a public hearing on
Phase III Landfill Design and the Ravines 5 and 6 Closure Project. Previously City
Council received a review from city staff concerning the proposed expansion and
other related actions at the landfill. This would involve the proposed Phase III
horizontal expansion landfill cell as well as closure activities associated with Ravines
5 and 6. Prior to any formal action by City Council on this matter, a public hearing is
required.
Is there a motion to adopt the resolution setting a public hearing for Phase III
horizontal expansion landfill cell for Thursday, July 3, 2008, at 7 p.m.?
B. Resolution Setting a Public Hearing on the Proposed Lease of City Property on Oak
Street
Presented for City Council’s consideration is a resolution setting a public hearing on
the proposed lease of city property on Oak Street. Currently the HON Company is
undergoing a major remodeling of their office building located at 200 Oak Street. As
part of that project, they are requesting permission to construct a handicap entrance to
the main entrance on Oak Street. Prior to considering a lease of city property for a
period of more than two years, it is necessary to conduct a public hearing.
Is there a motion to adopt the resolution setting a public hearing on the proposed
lease of city property on Oak Street for Thursday, July 3, 2008, at 7 p.m.?
C. Resolution Setting a Public Hearing for Golf Course Maintenance Facility Project
Presented for City Council’s consideration is a resolution setting a public hearing for
the Golf Course Maintenance Facility Project. Recently, following the solicitation
and review of bids, the City Council took action to reject bids submitted for the
construction of a new maintenance facility at the golf course. Working with the city’s
architect on the project, the project will now be reworked to reduce certain aspects
and scopes of the project to fit within the financial parameters of the project. Prior to
any other formal action by City Council, a public hearing is required.

July 3, 2008, at 7 p.m. for the Golf Course Maintenance Facility Project?

D. Resolution Renaming the Final Plat for Wolfe Subdivision to WCI Subdivision
Presented for City Council’s consideration is a resolution renaming the final plat for
the Wolfe Subdivision to WCI Subdivision. This request has been made due to a
previously existing “Wolfe Subdivision” within the City of Muscatine. No other
changes are required for the plat at this time.

Subdivision to WCI Subdivision?
E. Request to Approve Change Order #3 for the Parallel Taxiway to Runway 12/30
Presented for City Council’s consideration is a request to approve Change Order #3
for the parallel taxiway to Runway 12/30. This change order adjusts the contract
completion date from June 30, 2008 to August 15, 2008. The additional time is
needed because of wet conditions at the airport. There is no additional cost associated
with this request. The FAA has reviewed and agreed to this change order as
requested.

F. Request to Approve Change Order #2 for a Professional Services Agreement for
Construction of the Parallel Taxiway to the Crosswind Runway at the Municipal
Airport
Presented for City Council’s consideration is a request to approve Change Order #2
for a professional services agreement for construction of the parallel taxiway to the
crosswind runway at the Municipal Airport. This change order will result in an
increase of $1,246.56 to the professional services agreement. It has been reviewed by
the FAA and they concur with this change. The city will be responsible for 5% or
$62.30.

Airport?

G. Request Authorization to Issue Purchase Order for a Jet-Vac Truck
Presented for City Council’s consideration is a request to issue a purchase order for a
jet-vac truck. Recently the city received bids for the purchase of a new jet-vac truck
for the city’s collection and drainage operation. A total of five bids were received.
After thoroughly evaluating all of the bids received, the staff is recommending the
purchase of a “Camel” with an International chassis along with a hydro-evacuation
kit from Hawkeye International in the amount of $300,208. This matter was reviewed
previously with City Council at their in-depth meeting.
Is there a motion to authorize the issuance of a purchase order for a jet-vac truck to
Hawkeye International in the amount of $300,208?
H. Request Authorization to Issue Purchase Order for Uniforms
Presented for City Council’s consideration is a request to issue a purchase order for
uniforms. The city’s current uniform contract expires at the end of the fiscal year.
Four bids were solicited for the purchase of uniforms with two bids being received
for consideration. After reviewing the bids submitted, it is staff’s recommendation to
approve the bid from Phelps in the amount of $22,890.40.
Is there a motion to authorize the issuance of a purchase order to Phelps in the
amount of $22,890.40 for uniforms?
I. Request Approval of Traffic Item
Presented for City Council’s consideration is a request to approve a traffic item.
Recently the city’s Traffic Committee reviewed a request to establish a loading zone
on Iowa Avenue in front of the Welch Apartments. Currently no such restriction is
provided on Iowa Avenue between 3
rd
and 2
nd
streets. After a review of this matter,
city staff concurs with this request.

J. Request to Approve Hazardous Materials Emergency Response Agreement
Presented for City Council’s consideration is a request to approve a hazardous
materials emergency response agreement between the City of Muscatine and Henry
County. Currently the city has a similar hazardous material emergency response
agreement for Louisa, Washington, and Muscatine counties. Henry County officials
have approached the City of Muscatine to see if there is an interest in entering a
similar agreement with their county. The agreement provides for responses to
hazardous materials emergencies in Henry County. If approved by City Council, the
city will receive $1,800 per year as an equipment maintenance fee. All other expenses

associated with response to an emergency situation in Henry County are charged to
the responsible party.

between the City of Muscatine and Henry County?
K. Request to Appoint EPA Administrative Contact for the Brownfield Application
Process
Presented for City Council’s consideration is a request to appoint an EPA
Administrative Contact for the Brownfield application process. Earlier this year the
city was notified it was awarded funds from the EPA Brownfield mitigation funding
source in the amount of $400,000. As part of that award, the city must designate
authorized representatives who can take action on behalf of the city, sign documents,
and address questions that may arise as part of this process. It is the recommendation
at this time that Steve Boka, Planning, Zoning and Building Safety Director, as well
as Finance Director Nancy Lueck, be named those official contacts and authorized
signatories for the City of Muscatine.
Is there a motion to approve the EPA Administrative Contacts for the Brownfield
application process?
L. Request to Approve Issuance of Purchase Order for Geothermal Testing
Presented for City Council’s consideration is a request to approve the issuance of a
purchase order for geothermal testing. At last week’s in-depth meeting staff reviewed
with Council a proposal for initial testing to assess the viability of the installation of a
geothermal system at the Public Safety Building. The purchase order if approved
would be in an amount not to exceed $12,000 issued to A&J Associates.
Is there a motion to approve the issuance of a purchase order to A&J Associates in an
amount not to exceed $12,000 for geothermal testing?
M. Request to Authorize Special Waste Collection – Downtown Flood
Presented for City Council’s consideration is a request to authorize special waste
collection for downtown flood-related properties. As a result of the flood waters of
this past week, several downtown businesses sustained various degrees of damage to
their businesses. In order to assist in the mitigation of costs associated with the
disposal of flood-damaged materials, it has been recommended that the City Council
consider taking action to authorize the pickup and disposal of waste from qualifying
businesses. It is suggested that the boundaries for those eligible to participate be from
Walnut Street to Iowa Avenue from the Mississippi River to 2
nd
Street which would
include both sides of the street. If approved by Council, the city staff would provide
the pickup and disposal of such property. City staff will not be entering into
individual buildings to assist in that phase of the cleanup. It is proposed that these

services be provided free to those qualifying individuals and/or businesses within the
affected zone.
Is there a motion to authorize special waste collection in the downtown flood area?
N. Request Approval of Sidewalk Café Permit Form
Presented for City Council’s consideration is a request to approve a sidewalk café
permit form. Following last week’s in-depth agenda review, a sidewalk café form was
presented for City Council’s consideration and approval. This form will be used by
city staff to address questions and opportunities pertaining to the establishment of
outdoor seating for café purposes with businesses.

O. Request to Approve Change in Residency Policy
Presented for City Council’s consideration is a request to approve a change in the
city’s residency policy. Recently the residency policy for supervisory employees
within the Police Department was reviewed by staff. After a review of the impact of
the current policy on staffing and supervisory issues within the Police Department, it
is being recommended that the current policy, which allows for supervisors to live
outside Muscatine County, be rescinded and replaced with language that requires all
supervisory personnel within the Muscatine Police Department to live within
Muscatine County.
Is there a motion to approve the change in the residency requirement for police
management personnel?
P. Request to Approve Insurance Renewal
Presented for City Council’s consideration is a request to approve the city’s renewal
for various insurance policies and programs. The city’s insurance broker has been
working with various insurance providers to seek out and to secure appropriate
insurance for various levels of coverage and activities within the city’s operation. The
city’s Insurance Review Committee will be reviewing this matter on Wednesday,
June 18, 2008, and will be forwarding a recommendation for City Council’s
consideration.
