PUBLIC HEARING
A. Proposed Development Agreement Between the City of Muscatine and the Muscatine
Mall Developers
Previously City Council took action to establish a public hearing for a proposed
development agreement between the City of Muscatine and the Muscatine Mall
developers. If approved, the development agreement would be for a 20-year period
and would provide for an economic benefit to be provided to the developers through
the incremental property tax revenue generated over the next 20 years. Fifty percent
of that incremental property tax revenue would be rebated to the developers. State
Code also requires that the city determine the value of the TIF agreement to be
disclosed. The estimated value for a 20-year period will be $5,325,000. Prior to any
formal action on a development agreement, a public hearing is required.
Now is the time for the public to comment on the proposed development agreement
between the City of Muscatine and the Muscatine Mall developers.
B. Proposed Mad Creek Area Sanitary and Storm Sewer Separation Project
Previously City Council took action to establish a public hearing on the proposed
Mad Creek Area Sanitary and Storm Sewer Separation Project. First presented at the
in-depth meeting in December for review, the project includes new storm and sanitary
sewer tributaries to the Mad Creek area storm and sanitary pump stations to provide
separation of sewers and to eliminate combined sewer overflow. The project will
have 1,512’ of new storm sewer and 4,031’ of new sanitary sewer. In addition, other
infrastructural improvements will accompany this project including replacement of
pavement surfaces and curbs, gutters, and sidewalks. Also the city will incorporate
additional paving work adjacent to this project as part of the 2008 Roadway
Maintenance Project. The estimated cost, including the conceptual design report, is
$2,600,000. The project will be paid for through proceeds from the 1% local option

sales tax. Prior to any formal action being taken on this project, a public hearing is
required.
Now is the time for the public to comment on the proposed Mad Creek Area Sanitary
and Storm Sewer Separation Project.

A. Resolution Approving the Muscatine Mall Development Agreement
Presented for City Council’s consideration is a resolution approving the Muscatine
Mall Development Agreement between the City of Muscatine and the Muscatine Mall
developers. Previously a public hearing was held to receive public comment on the
proposed development agreement. The agreement will be for a 20-year period and
will allow the mall developers to capture 50% of the incremental tax revenue
increases generated by improvements at the property.
Is there a motion to adopt the resolution approving the Muscatine Mall Development
Agreement?
B. Resolution Setting a Public Hearing on the Annual Application for State and Federal
Transit Funds
Presented for City Council’s consideration is a resolution setting a public hearing on
the annual application for state and federal transit funding. Each year the city makes
application for state and federal assistance to provide for capital and operating funds
for the city’s transit operation. As part of that application process, a public hearing
must be established to receive public comment on the proposed allocation of both
operational and capital funds. The city’s application includes a request for a total of
$437,549 for operating funds and $173,600 for capital funds. Prior to a formal
application, a public hearing is required.

application for state and federal transit funds for Thursday, February 7, 2008, at 7
p.m.?

C. Request Approval to Adopt 2008 Goals and Objectives
Presented for City Council’s consideration is a request to adopt the City Council’s
goals and objectives for 2008. In December 2007 City Council and Councilmembers-
elect gathered to review and establish the proposed goals and objectives for 2008.
Those goals and objectives have been distributed to City Council and were subject to
further review at the December 2007 in-depth meeting.
