Muscatine County Board of Supervisors
    Friday, January 2, 2009
    The Muscatine County Board of Supervisors met in regular session at 9:00 A.M. with
    Shoultz, Furlong, Kelly and Watkins present. Dean was absent.
    County Auditor Leslie Soule conducted nominations for Chairperson. On a motion by
    Kelly, second by Furlong, Shoultz was elected Chairperson and presided over the
    remainder of the meeting. Ayes: All.
    On a motion by Furlong, second by Kelly, Dean was elected Vice-Chairperson. Ayes:
    All.
    On a motion by Kelly, second by Watkins, the agenda was approved as written. Ayes:
    All.
    On a motion by Furlong, second by Kelly, minutes of the Monday, December 29, 2008
    regular meeting were approved as written. Ayes: All.
    On a motion by Watkins, second by Furlong, the Board approved Resolution #01-02-09-
    01 Authorizing the County Engineer to Sign For and Collect Disaster Relief Funds. Roll
    call vote: Ayes: All.
    On a motion by Watkins, second by Kelly, the Board approved Resolution #01-02-09-02
    Authorizing the County Engineer to Execute Certification of Completion and Final
    Acceptance on Farm-to-Market Construction Projects. Roll call vote: Ayes: All.
    On a motion by Furlong, second by Kelly, the Board approved Resolution #01-02-09-03
    Authorizing the County Engineer to Close Secondary Roads in Emergency Situations.
    Roll call vote: Ayes: All.
    On a motion by Watkins, second by Kelly, the Board approved Resolution #01-02-09-04
    Designating Official Newspapers In and For Muscatine County for 2009. Roll call vote:
    Ayes: All. They are as follows: Muscatine Journal, West Liberty Index and Wilton-
    Durant Advocate.
    On a motion by Furlong, second by Kelly, the Board approved Resolution #01-02-09-05
    Construction Evaluation Resolution. Roll call vote: Ayes: Kelly, Furlong and Shoultz.
    Nays: Watkins.
    On a motion by Furlong, second by Watkins, the Board approved Proclamation #01-02-
    09-01 declaring January 2009 as Official Radon Action Month in Muscatine County.
    Roll call vote: Ayes: All.
    Correspondence:
    Shoultz conversed with a citizen concerning Drainage District #13.

    No committee reports were noted.
    Jail Administrator R.D. Oppelt stated that pursuant to discussion held last week regarding
    a claim for rental of a city facility to hold regional jail school, he was able to reschedule
    the jail school to be held at the training room at the Discovery Center and the City of
    Muscatine would be refunding the rental fee. Oppelt stated that he had not previously
    been aware of the room available at the county owned Discovery Center.
    On a motion by Watkins, second by Furlong, the Board set meeting dates and times for
    2009 as follows: every 4

    Monday at 7:00 P.M., all other Mondays at 9:00 A.M. Ayes:
    All. Kelly stated she felt that the 5
    th
    Monday should also be a night meeting, but
    consensus was that one scheduled night meeting was sufficient as the Board is always
    open to scheduling extra night meetings as needed to handle special situations.
    The Board reviewed Board of Supervisor appointments to Boards and Commissions for
    2009. Final appointments will be acted upon at the January 5, 2009 regular meeting.
    Dean entered the meeting at 9:13 A.M.
