    The following items are considered to be routine by the City Council and will be
    enacted by one motion. There will be no separate discussion of these items unless a
    Council Member or citizen so requests, in which event the item will be removed from

    8. PUBLIC HEARING
     
     
    A. Proposed Vending Services Agreement
     
    Previously the City Council established a public hearing to receive public
    comment on the proposed vending services agreement. Previously the city
    solicited interest from qualified vendors for vending services at various city
    facilities. After reviewing the proposals submitted, it is the recommendation from
    staff to enter into a contract between the city and Sprouse Distributing for a five­
    year period that will provide 20% of all gross sales net the sales tax to the city for
    each one of the five years. Sufficient vending machines shall be provided as
    negotiated between the city and Sprouse Distributing to be placed at city facilities
    and locations. Because the service agreement is in excess of three years, a
    public hearing is required.
     
    Now is the time for the public to comment on the proposed vending services
    agreement.

    J. Request for Use of City Property for Great River Days
     
    Presented for City Council’s consideration is a request from the Muscatine
    Quarterback Club to use city property for the 2004 Great River Days Celebration.
    The request is from Monday, July 26, 2004 to Sunday, August 1, 2004. Please
    note that the dates are two weeks earlier than have been requested in the past.
     
    At this time City Council could take action to approve the request from the
    Muscatine Quarterback Club for the use of city property on the Muscatine
    riverfront from July 26, 2004 through August 1, 2004 for the annual Great River
    Days Celebration.

    A. Resolution Approving Final Plat of Country Estates at Wildwood, a County
    Subdivision
     
    Presented for City Council’s consideration is a resolution approving the final plat
    for the Country Estates at Wildwood, a county subdivision. The city’s Planning &
    Zoning Commission reviewed and approved the final plat for a 39­lot single family
    residential development off North Isett Avenue and north of the Mark Twain
    Addition. The proposal is to subdivide 91.5 acres into 39 lots with on­site storm
    water retention basins incorporated into the design. The subdivision complies
    with all county zoning and subdivision regulations.
     
    At this time City Council could take by resolution to approve the final plat of
    Country Estates at Wildwood, a development within the two­mile limit of the City
    of Muscatine.

    12. FROM THE CITY ADMINISTRATOR
     
     
    A. Request to Approve Vending Contracts
     
    Presented for City Council’s consideration is a request to approve a five­year
    lease agreement for vending machines between the City of Muscatine and
    Sprouse Distributing. If approved, Sprouse Distributing will pay the city 20% of all
    gross sales net the sales tax. Additionally, Sprouse Distributing will pay for
    vending service site preparation expenses. The city will locate vending machines
    at the Muscatine Skate Park and selected locations at the riverfront. Sprouse
    Distributing will be responsible for all maintenance of the machines.
     
    At this time City Council could take action to approve the vending services
    agreement between the City of Muscatine and Sprouse Distributing.
     
    B. Resolution Setting the Time and Place of a Public Hearing on the Conveyance of
    Utility Easements to Muscatine Power & Water
     
    Presented for City Council’s consideration is a resolution setting the time and
    place of a public hearing on the conveyance of utility easements to Muscatine
    Power & Water. In anticipation of an April start date for construction associated
    with the installation of water mains to provide service to south end residents,
    MP&W is negotiating for easements. Two of the easements that MP&W needs to
    obtain are the city’s property at the airport and sewer pump station along 57
    th
     
    Street South. In order for the city to convey these utility easements to MP&W, it
    is necessary for a public hearing to be held.
     
    At this time City Council could take action by resolution to set a public hearing to
    convey utility easements to the Board of Water, Electric and Communication
    Trustees of Muscatine Power & Water for Thursday, March 4, 2004, at 7:00 p.m.
     
    C. Request Approval to Issue Purchase Order for the Purchase of Transit Vehicles
     
    Presented for City Council’s consideration is a request to issue a purchase for
    the purchase of transit vehicles. The Iowa Department of Transportation
    requested bids for statewide transit vehicles of which four will be provided to the
    City of Muscatine. The city has $219,340 budgeted for four buses. Four bids
    were received with the lowest cost per unit being that of Master Transportation in
    the amount of $53,400. If approved by Council, this bid will result in a $5,740
    savings.
     
    At this time City Council could take action to authorize the issuance of a
    purchase order to Master Transportation in the amount of $53,400 per unit or
    $213,600 for four 19­passenger buses for the city’s transportation system.

    D. Request Approval of Agreements for Operation of Greenwood Cemetery
     
    Presented for City Council’s consideration is a request to approve agreements
    for operations at Greenwood Cemetery between the City of Muscatine and Iowa
    Memorial Granite Company. The agreement will be for a period from March 1,
    2004 through June 30, 2005. The agreement will be for retail sales and service
    operations at Greenwood Cemetery. In addition, the city will have the right to
    terminate the agreement with notice in order to pursue realignment of
    management and operational structure at the cemetery.
     
    At this time City Council could take action to approve the operation agreement
    between the City of Muscatine and Iowa Memorial Granite Company for
    operations at Greenwood Cemetery.
     
    E. Request Approval of Spring Cleanup Week
     
    Presented for City Council’s consideration is a request to approve Spring
    Cleanup Week. In association with “Keep America Beautiful Month”, the City
    Council has established a week in which city residents can participate in the city’s
    spring cleanup week. It is being recommended that Spring Cleanup Week for
    2004 be established for April 26­30, 2004.
     
    At this time City Council could take action establish Spring Cleanup Week for
    April 26­30, 2004.
     
    F. Request Authorization to Submit Grant Application
     
    Presented for City Council’s consideration is a request for authorization to submit
    a grant application to the Governor’s Office of Drug Control Policy for the
    Muscatine Police Department’s participation in the “Byrne’s Grant”. These funds
    are used to fund one of two city police officers assigned to the Muscatine Drug
    Task Force. Federal funds that pass through the Governor’s Office equal
    $53,525.54 with a 25% match ($17,841.85) required. The total program amount
    is $71,367.39. This program is done in conjunction with the Muscatine County
    Sheriff’s Department and the county attorney’s office. Both of these entities are
    making separate grant applications on behalf of their program’s participation.
     
    At this time City Council could take action to approve the application to the
    Governor’s Office of Drug Control Policy for the “Byrne’s Grant” in the amount of
    $53,525.54.
