On Friday, August 8, 2008, at about 4:45 AM, a Muscatine Police Department Officer
witnessed a female running from a vehicle near the Muscatine Police Station. The vehicle
then fled the area. The driver of the vehicle was later identified as William Allen Hills,
age 43 of 1408 Nebraska Street, Muscatine, IA. When the officer attempted to stop the
vehicle, the vehicle failed to yield and a pursuit ensued. The pursuit continued North on
Cedar Street in Muscatine. During the pursuit Hills intentionally struck a Muscatine
Police Department squad car causing minor damage to the side and rear of the squad car.
Hills then proceeded East on By-Pass 61 when the Muscatine Police Department was
assisted by the Muscatine County Sheriff’s Department. Hills was then stopped off the
roadway on Highway 61 Bypass, prior to Mulberry Street.
Investigation of the incident culminated in William Allen Hills being charged with the
following crimes:

Threat of Arson
(Class D Felony)
•
Going Armed with Intent
(Class D Felony)
•
Eluding While Participating in a Felony
(Class D Felony)
•
Felony Assault on a Police Officer
(Class D felony)
•
Aggravated Domestic Abuse Assault
(Aggravated Misdemeanor)
The charges stem from William Allen Hills allegedly pouring lighter fluid on his ex-wife
and threatening to light her on fire. At the time of Hills’ arrest a gym bag was located
containing knives, duct tape and other items which could have been used to harm the
victim. The Felony Assault on a Police Officer is the result of Hills alleged actions
regarding his collision with the Muscatine Police Department squad car.
A Class D Felony is punishable by confinement for not more than five years, and in
addition shall be sentenced to a fine of at least $750 but not more than $7500.
An Aggravated Misdemeanor is punishable by confinement of not more than two years,
and in addition shall be sentenced to a fine of at least $500 but not more than $5000.

in a court under the Laws of the State of Iowa.
