Muscatine County Board of Supervisors
    Monday, January 14, 2008
    The Muscatine County Board of Supervisors met in regular session at 9:00 A.M. with
    Shoultz, Dean, Kelly, Furlong and Watkins present. Chairperson Furlong presiding.
    On a motion by Kelly, second by Watkins, the agenda was approved as written. Ayes:
    All.
    On a motion by Watkins, second by Dean, claims dated January 14, 2008 were approved
    in the amount of $381,779.94. Ayes: All.
    On a motion by Dean, second by Kelly, the Board approved Ordinance #01-14-08-01
    Rezoning Certain Real Property in Wapsinonoc Township, Muscatine County Iowa from
    A-1 Agricultural District to R-1 Residential District on the third and final reading. Roll
    call vote: Ayes: All.
    On a motion by Shoultz, second by Kelly, the Board authorized the County Auditor to
    execute a three-year contract with Qwest for local and long distance phone service for the
    County. Ayes: All.
    On a motion by Watkins, second by Kelly, the Board authorized the Chair to sign
    Statement of Election Costs for the September 11, 2007 Muscatine County School
    Election and the November 6, 2007 Muscatine County City Elections. Ayes: All
    County Auditor Leslie Soule reported that the City of Muscatine was planning on holding
    a special election on August 12, 2008 for the local option tax that would expire in 2009
    and would like to let the other cities know so they could prepare for the same day if they
    were interested in keeping it all together. Watkins suggested sending the cities an e-mail
    with the date for their consideration.
    On a motion by Shoultz, second by Dean, the Board approved the County Auditor’s
    Report of Fees Collected for the quarter ending December 31, 2007 in the amount of
    $512.45. Ayes: All.
    On a motion by Dean, second by Kelly, the Board approved for publication the Semi-
    Annual Report of Jerry L. Coffman, Treasurer of Muscatine County, Iowa for a period
    July 1, 2007 to December 31, 2007 Inclusive. Ayes: All.
    On a motion by Watkins, second by Dean, minutes of the Monday, January 7, 2008
    regular meeting and the Tuesday, January 8, 2008 special meeting were approved as
    amended. Ayes: All.

    Major Dave White made a request for the Muscatine Fire Department to use a spot on the
    County’s main communications tower. White stated that there is a position available and
    that it would be beneficial to both entities. Board consensus was that they would support
    the plan, but would like a written agreement put on a future agenda for action.
    The Board reviewed the health/dental fund balance as of December 31, 2007.
    On a motion by Watkins, second by Dean, the Board approved an education
    reimbursement request. Ayes: All.
    On a motion by Kelly, second by Dean, the Board approved a contract with the Corps of
    Engineers for patrol services at Clark’s Ferry and Shady Creek Recreation Areas. Ayes:
    All.
    The Board reviewed applications received for the Muscatine County Conservation Board
    vacancy.
    On a motion by Dean, second by Shoultz, the Board appointed Diane Beranek
    (Engineer’s Office) and Rita Miller (Clerk of Court) to a committee to develop a
    recommended policy for tobacco usage on County property. Ayes: All.
    On a motion by Shoultz, second by Watkins, the Board appointed Eric Furnas as the
    County’s representative to the Bi-State Regional Trails Committee. Ayes: All.
    On a motion by Dean, second by Kelly, the Board set the FY08/09 per capita
    reimbursement rate for emergency communication services at $1.61, which is a 4%
    increase from the previous year. Ayes: All.
    The Board recessed at 9:47 A.M. and reconvened at 9:57 A.M. to review budget requests:
    Information Services Director Bill Riley reviewed FY08/09 budget requests for the
    Information Services department.
    County Attorney Gary Allison reviewed FY08/09 budget requests for the County
    Attorney’s Office.
    County Recorder Cindy Gray reviewed FY08/09 budget requests for the Recorder’s
    Office.
    County Engineer Keith White reviewed FY08/09 budget requests for the County
    Engineer-Secondary Roads Department, stating that there would be a shortfall in funding

    and the roads may suffer. The Board discussed possible solutions, including tax levies to
    keep the roads maintained and safe. More discussion will be held at a later date.
    County Auditor Leslie Soule reviewed the FY08/09 budget requests for Auditor,
    Elections and General Services. Soule stated that she would like to see a Capital Projects
    five-year plan discussed at an in-depth planning meeting soon.
