    MUSCATINE HISTORIC PRESERVATION COMMISSION
    AUGUST 15, 2006
     
      
    The Muscatine Historic Preservation Commission met in regular session on Tuesday, August 15, 2006 at
    5:15 pm at the conference room of the Musser Public Library. Members present included Devin Pettit,
    Maryrose Peterschmidt, Diane Mayer Day, Jo Ann Carlson, Dan Clark and Jim Nepple. Not present: Jerry
    Lange. There were no changes to the distributed agenda. Peterschmidt moved to approve the consent agenda;
    Day seconded; motion passed, all ayes.
     
    The first discussion item was the Dunkard church information status. Carlson will check with Jay Brady
    to learn if anything has been done.
     
    The next item discussed was the book project. Pettit said the Muscatine Journal would not be doing a
    book. The HRDP grant is due February 2007. Following additional discussion, the issue was tabled. Nepple
    suggested he talk to the city council at an in­depth meeting about the book project.
     
     
    Peterschmidt and Pettit reported they had met with Frank Kelly from the Greater Muscatine Community
    Foundation to discuss a proposal to provide funding for the local share of a Certified Local Government (CLG)
    grant. The CLG grant would be used to finance a National Register nomination of West Hill as an historic
    district. Following their meeting with Kelly and subsequent application to the Foundation, the two said the
    MHPC would receive $5000. Nepple said the money would come from state lottery money and not be received
    until the state releases it.
    In additional discussion concerning the foundation, Nepple reported the historic preservation account in
    the community funds has a balance of $613.29.
    There was also a discussion about fundraising and a Friends of the HPC being organized.
     
    The next discussion item was possible meeting date and time changes. Following the discussion, Nepple
    moved to change the MHPC meeting to Monday; Clark seconded. Following additional discussion, the motion
    was withdrawn. Pettit said he will have Fran Donelson to send out a notice and will also check with Jim
    Rudisill.
     
    The commission next discussed goals and objectives for 2007. Approved goals and objectives included:

    West Hill nomination
    2.
     
    Book project
    3.
     
    Informal survey of the Mulberry Avenue area (discussion on more support from the homeowners)
    4.
     
    Powerpoint for use with organizations (city council, Rotary, etc.)
    5.
     
    Establish Friends of HPC group
    6.
     
    Schmarje Building ­ develop a plan of action, check options, oldest surviving building, etc.
    7.
     
    Isett & Clay – Heinz streetcar barn ­ survey & evaluation of the building
     
    The commission next discussed the status of state funding for the Welch Apartment restoration. Pettit
    reported Chris Ales has not been getting the funds needed. Nepple suggested Pettit contact Gary Carlson and
    review the situation. If the state’s actions create a problem for Ales, it was suggested the MHPC could write a
    letter of concern.
     
    Peterschmidt reported she and Carlson had sent thank­you notes to all that helped with the West Hill
    Survey.

    Nepple asked if the MPHC intended to continue as a member of the Muscatine Cultural Alliance. The
    gambling monies were lost and this would be covered by a gift.
     
    Day reported she is trying to get information into the Echo publication.
     
    Carlson is working on a small booklet for a downtown stroll and will provide more details as the project
    moves forward. Pettit suggested Carlson contact Jane Daufeldt and MAPS (Muscatine Appearance Projects) for
    their involvement.
     
    Following these discussions, the meeting adjourned.
