PUBLIC HEARING
A.
Proposed Poplar Street Sewer Separation Project
Previously the City Council took action to establish a public hearing on the proposed Poplar
Street Sewer Separation Project. The project includes improvements in the area of Poplar and
Spring streets from 6
th
Street to 9
th
Street to separate storm sewer runoff from sanitary sewer.
This will include the repair of the existing sanitary sewer main and manholes where
necessary and the extension of new storm sewer. In addition, new outlets will be placed at
intersections in strategic locations to minimize gutter flow through pedestrian crossings. The
estimated cost for the project will be $416,951.48. The project has previously been identified
and will be paid for from the 1% sales tax proceeds.
Now is the time for the public to comment on the proposed Poplar Street Sewer Separation
Project.

A.
Resolution Approving the Plans, Specifications, Form of Contract, Cost Estimate and Setting
Date for Receipt of Bids for the Poplar Street Sewer Separation Project
Presented for City Council’s consideration is a resolution approving the plans, specifications,
form of contract, cost estimate and setting the date for the receipt of bids for the Poplar Street
Sewer Separation Project. Previously a public hearing was held on this project. As part of the
city’s 1% sales tax sanitary and storm sewer improvement project, this project will involve
the separation of storm and sanitary sewer and other related repairs and improvements in the
area of Poplar and Spring streets from 6
th
Street to 9
th
Street. The estimated cost for the
project is $416,951.48.
At this time City Council could take action by resolution approving the plans, specifications,
form of contract, cost estimate and setting the date for the receipt of bids for Monday,
February 13, 2006, for the Poplar Street Sewer Separation Project.
B.
Resolution Approving Assessment of Nuisance Abatement Costs to Private Properties
Presented for City Council’s consideration is a resolution authorizing the assessment of
unpaid abatement costs to private properties. Periodically City Council has been asked to
take action to assess unpaid abatement costs to private property owners for work performed
as directed by the City of Muscatine. The three assessments being presented at this time total
$185.38.
At this time City Council could take action by resolution authorizing the assessment of
unpaid abatement costs to private properties.
C.
Request Approval of Goals and Objectives
Presented for City Council’s consideration is a request to approve the 2006/2007 goals and
objectives for the Muscatine City Council. In December 2005 the City Council met with an
outside consultant to establish goals and objectives that the Council wishes to undertake for
calendar years 2006 and 2007. At least week’s indepth meeting City Council reviewed the
goals and objectives in preparation for the upcoming budget session. Once the goals and
objectives are adopted, periodic updates will be given to City Council and the public
concerning the city’s progress on meeting the goals.
At this time City Council could take action to approve the goals and objectives for calendar
years 2006 and 2007 for the Muscatine City Council.

D.
Request Approval to Purchase Motorcycle for Police Department
Presented for City Council’s consideration is a request from the Muscatine Police
Department to purchase a motorcycle. Monies were included in this year’s budget for the
Police Department to purchase a new motorcycle to replace the current 1988 unit in service.
Two bids were received with the lowest responsible bid being by Hatfield Motor Sports of
Muscatine for a Honda motorcycle in the amount of $15,497. A total of $12,600 was
budgeted for this purchase.
At this time City Council could take action to approve the request for the purchase of a
Honda motorcycle for the Muscatine Police Department in the amount of $15,497 from
Hatfield Motor Sports of Muscatine.
E.
Request Authorization to Issue Purchase Order for Cleveland Street Sewer Extension Project
Presented for City Council’s consideration is a request to authorize the issuance of a
purchase order for the Cleveland Street Sewer Extension Project. The city has been in
conversation with different vendors to receive price quotes on work to be done in the
extension of a sanitary sewer line off of Cleveland Street parallel to the Muscatine Bypass.
The extension of the sanitary sewer line will allow for service to be given to a number of
homes who are currently on septic systems. Of the three quotes received, the quote from
Sulzberger Excavating Inc. in the amount of $16,400 was the lowest.
At this time City Council could take action to authorize the issuance of a purchase order in
the amount of $16,400 to Sulzberger Excavating for the Cleveland Street Sewer Extension
Project.
