AIRPORT ADVISORY COMMISSION MINUTES

TUESDAY – NOVEMBER 28, 2006

CITY ADMINISTRATOR’S OFFICE

The Muscatine Airport Advisory Commission meeting was called to order at 5:14 p.m. by

Commission Chairperson Jerry Page. Commission members present were Jerry Page, Phil Fitzgerald, and

Wayne Tooman. Also present were City Administrator A.J. Johnson and Airport Manager Janet Lewis.

The first item on the agenda was approval of the minutes of August 28, 2006 meeting.

It was moved by Commission member Tooman and seconded by Commission member Fitzgerald that

the minutes be approved. There was no discussion and the minutes were approved unanimously.

The next item on the agenda was a review of the financial reports. The reports covered a number of

months including August, September, October, and November of 2006. The City Administrator stated that

there were no unusual or out of the ordinary expenditures or revenues in the reports. Responding to a

question, it was noted that consulting services were listed for Anderson-Bogert and their assistance for the

building restriction line program.

Moving on to other business, the City Administrator shared with Commission members the recent

communication from the FAA concerning the allocation of funds for the crosswind runway/taxiway. He also

reviewed the necessity and timeframe for selection of new consulting engineers for this project as required by

the FAA. It appears the documents would be prepared and ready for bid in the summer of 2007. There was

discussion about how the city might try to fast track the project to take advantage of construction season

2007. City Administrator Johnson also explained the City Council’s recent action to approve the five-year

CIP plan that was forwarded on to the FAA for future funding consideration. There was discussion about

snow removal, equipment, and maintenance.

Under other comments, a question was raised on whether or not the City Administrator and/or the

Airport Manager had met with area farmers to discuss the need for them not to use the runway as a shortcut.

This has not taken place yet. Also, it was suggested that a reminder letter be sent to all individuals and

corporations who utilize the airport about their need to maintain their hangars and aircraft in a secure manner.

Additional information will be sought from the AOPA organization as well as the Iowa Department of

Transportation’s Avionics Division. The need is to raise the awareness for additional security even at general

aviation airports like Muscatine.

It was determined that there would be no December 2006 meeting due to the holidays.

With no other business to discuss, the meeting adjourned at 6:00 p.m.
