    Presented for City Council’s consideration is a request to close Weed Park to
    vehicular traffic for the 26
    th
    Annual Melon City Criterium Bike Race. The city has
    received a letter from Greg Harper, Race Director of the Melon City Criterium
    Committee, requesting to close Weed Park for this event on Sunday, May 30,
    2004. The closure would occur from 6:30 a.m. to 5:30 p.m. City staff has
    reviewed this request and has no objections at this time.
     
    At this time City Council could take action to approve the request from the Melon
    City Bike Club to conduct the 26
    th
    Annual Melon City Criterium Bike Race at
    Weed Park on Sunday, May 30, 2004, from 6:30 a.m. to 5:30 p.m.

    A. Proclamation Declaring February 6, 2004 as “Wear Red for Women Day”
     
    At this time City Council could take action to approve the above proclamation.

    A. Resolution Setting the Time and Place of a Public Hearing for a Vending Service
    Agreement
     
    Presented for City Council’s consideration is a resolution setting the time and
    place of a public hearing for a vending service agreement. The city has
    completed its request for proposals for vending machines located at various city
    facilities. Following the public hearing, the proposal for a lease agreement with a
    vending company will be submitted to the City Council for your consideration and
    approval. State law requires a public hearing be held for any agreement in
    excess of three years that is entered into by a governmental agency.
     
    At this time City Council could take action by resolution establishing a public
    hearing for the vending machine lease agreement between the City of Muscatine
    and Sprouse Distributing for Thursday, February 19, 2004, at 7:00 p.m.
     
    B. Resolution Authorizing the Assessment of Unpaid Nuisance Abatement Costs
     
    Presented for City Council’s consideration is a resolution authorizing the
    assessment of unpaid nuisance abatement costs to private properties.
    Periodically a list such as this is presented to City Council for their approval for
    the assessment of costs to private properties that have been associated with city
    actions to abate nuisances. Such a list as this is presented to Council after every
    attempt internally is made to collect the outstanding assessment. There are nine
    separate abatement actions that are being presented for Council’s consideration
    totaling $1,741.93.
     
    At this time City Council could take action by resolution authorizing the
    assessment of unpaid abatement costs to private properties.
     
    C. Resolution Setting the Time and Place of a Public Hearing for the Annual Transit
    Funding Application
     
    Presented for City Council’s consideration is a resolution setting the time and
    place of a public hearing for the annual transit funding application. DOT
    requirements necessitate a 30­day notice in advance of the public hearing. The
    city under this program would receive $115,000 from the State Transit
    Assistance Program, $98,482 from federal funds for transit and non­urban areas,
    and $217,000 for statewide federal capital assistance for transit.
     
    At this time City Council could take action by resolution establishing a public
    hearing for the annual transit funding application for Thursday, March 4, 2004, at
    7:00 p.m.

    D. Request Approval to Apply for Federal Grant for “High Intensity Drug Trafficking
    Area” (H.I.D.T.A.) Funds
     
    Presented for City Council’s consideration is a request to apply for $80,837 for
    federal grants to assist the city’s “High Intensity Drug Trafficking Area”
    (H.I.D.T.A.) program. The funds are used to fund one of the two officers assigned
    to the Muscatine Drug Task Force. The Muscatine County Sheriff’s Department
    also will apply for these funds under a separate action. Due to a cap in the
    federal funds allowed for this program, the city’s share increased from 25% to
    29.5%. If successful, this will be the eighth year for the grant that will start
    February 1, 2005.
     
    At this time City Council could take action to approve the application for a federal
    grant through the Office of National Drug Control Policy for the Muscatine Police
    Department’s “High Intensity Drug Trafficking Area” (H.I.D.T.A.) program.
     
    E. Request Approval to Apply for Funds for the Purchase of Bulletproof Vests
     
    Presented for City Council’s consideration is a request to apply for funds for the
    purchase of bulletproof vests. The federal government has re­established a
    program for the purchase of bulletproof vests for the year 2004. If approved, the
    federal government will fund 50% of the cost of the vest. The remaining 50%
    local match comes from the officers who are allowed to purchase the vests
    through a buy back program. If approved, this will be the fifth year that the city
    has participated in this program.
     
    At this time, City Council could take action to approve the application for the
    bulletproof vest reimbursement program.
     
    F. Request Approval to Issue Purchase Orders for Professional Services
     
    Presented for City Council’s consideration is a request for the authorization to
    issue purchase orders for professional services. The issuance of the purchase
    orders will be for professional services to assist the city in the development of a
    survey plat for the involuntary annexation of the vicinity of Colorado Street,
    University Drive and Highway 22 and for survey, design and construction
    activities for the next phase of land acquisition between the primary runway and
    the building restriction line at the municipal airport. Staff is proposing that
    purchase orders be issued to Martin &Whitacre in an amount not to exceed
    $17,000 in regard to the annexation project and to Anderson­Bogert Engineering
    in an amount not to exceed $30,000 for the airport project. The cost for the
    annexation­related expenses had been budgeted in the City Council’s budget
    and the cost for the airport project will be 90% funded through the federal
    government with the city responsible for 10%.

    At this time City Council could take action to authorize the issuance of purchase
    orders for professional services to Martin & Whitacre in an amount not to exceed
    $17,000 and to Anderson­Bogert Engineering in an amount not to exceed
    $30,000 for projects for the City of Muscatine.
     
    G. Request Approval to for “Stop Violence Against Women” Federal Grant Funds
     
    Presented for City Council’s consideration is a request to apply for a federal grant
    through the Iowa Attorney General’s Office in an amount not to exceed $12,000
    for the Police Department’s “Stop Violence Against Women” program. The funds
    will be used to assist the department in its response to domestic abuse in the
    City of Muscatine by providing money for overtime. If approved, this will be the
    eighth year of the grant that will start July 1, 2004. Matching funds required by
    the city are 30% and have been included in the department’s budget.
     
    At this time City Council could take action to authorize the application for a
    federal grant through the Iowa Attorney General’s Office to assist in the Police
    Department’s “Stop Violence Against Women” program.
