    Request on first reading for a new Class C Beer and Sunday Sales Permit for Lange’s
    Marine, 608 E. Harbor Drive – D&C Werner LLC (pending receipt of inspections)
     
    Presented for City Council’s consideration is the first reading for a new Class C Beer and
    Sunday Sales Permit for Lange’s Marine, 608 E. Harbor Drive. In conjunction with the
    recently approved contract between the City of Muscatine and Lange’s Marine for boater
    services on the riverfront, an application for a Class C Beer and Sunday Sales Permit is being
    submitted. This would be for packaged sales for consumption off premise. As part of the
    recently approved contract, Lange’s Marine would have the opportunity to provide not only
    beer sales but other beverage and convenience items to accommodate boater needs. Within
    the five year agreement, the city would not receive any commissions off the first year of sales
    but this would be a point of negotiation for the future years of the contract. As part of City
    Council policy, this item will require separate Council action for this permit.
     
    At this time City Council could take action on first reading for a new Class C Beer and
    Sunday Sales Permit for Lange’s Marine, 608 E. Harbor Drive.

    Resolution Accepting Completed Work and Authorizing Final Payment for the 2004 Central
    Business District Streetscape Improvement Project
     
    Presented for City Council’s consideration is a resolution accepting the completed work and
    authorizing final payment for the 2004 Central Business District Streetscape Improvement
    Project. In July 2004 the City Council received one bid for the CBD streetscaping project
    from 3D Concrete of Aledo, Illinois, in the amount of $75,500. The work has been completed
    and one change order was submitted and approved as well for $11,502 for a total project cost
    of $87,002. With the completion of the work, it is recommended that the final payment of
    $4,333 be made to 3D Concrete at this time.
     
    At this time City Council could take action by resolution accepting the completed work
    under the 2004 CBD Streetscape Improvement Project and authorizing final payment to 3D
    Concrete.

    Resolution Awarding the Contract for the Riverfront Trail Project
     
    Presented for City Council’s consideration is a resolution awarding the contract for the
    Riverfront Trail Project. On January 19, 2005, the Iowa Department of Transportation
    opened bids for the Riverfront Trail Project. Seven bids were received, and after a review of
    the bids submitted, the bid from Brandt Construction in the amount of $718,300.75 is being
    recommended by the IDOT for this project. With the approval of this bid, the last of the Pearl
    of the Mississippi Projects to complete the trail network from Weed Park to Musser Park will
    be undertaken. This portion of the trail system will connect the trails between Spillway Lane
    and the Mad Creek Pedestrian Bridge. The engineering estimate for the cost of the project is

    $883,253.
     
    At this time City Council could take action by resolution awarding the contract for the
    Riverfront Trail Project to Brandt Construction of Milan, Illinois, in the amount of
    $718,300.75.
     
    C.
     
    Request Authorization to Purchase Scoreboards for Soccer Complex
     
    Presented for City Council’s consideration is a request for authorization to purchase
    scoreboards for the soccer complex. Following the renewal of the Iowa Girls High School
    Athletic Association’s contract for the state tournament at the Muscatine Soccer Complex,
    inquiries were made to the association on what improvements could be made to enhance the
    experience for this activity. The installation of scoreboards was identified as a key
    enhancement that would benefit the association’s commitment to our community for the high
    school championship venue. In addition, user groups have identified scoreboards as an
    amenity that would enhance their experience at the soccer facility. In partnership with the
    Muscatine School District, city staff is proposing the purchase of two scoreboards for the
    facility. Along with installation costs, the total cost of the project would be $16,167. The
    school district has committed up to $7,500 for the project with the balance being paid by the
    City of Muscatine. If approved by Council, it is hoped the installation will be completed by
    April 1, 2005.
     
    At this time City Council could take action to approve the purchase of scoreboards for the
    Muscatine Soccer Complex.
     
    D.
     
    Request Authorization to Submit Grant Application for Purchase of Bulletproof Vests
     
    Presented for City Council’s consideration is a request for authorization to submit a grant
    application for the purchase of bulletproof vests. As part of a federal government program for
    the purchase of bulletproof vests, the Police Department would like to move forward with an
    application for the purchase of vests under this program. A 50% reimbursement for the cost
    of the vest to officers is provided through the program. The program requires an additional
    50% local match. That match would be the officers’ costs for the vest. The estimated initial
    cost to the city would be a maximum of $6,590. Of that amount $3,295 would be reimbursed
    through this grant program. Seven officers are eligible to participate and will provide a
    reimbursement of $2,905 through a buyback program. The remaining $390 would be the
    city’s cost for the two vests for new hires.
     
    At this time City Council could take action to approve participation in the application for a
    bulletproof vest program.

    Request Authorization to Submit Grant Application for Purchase of Fire Truck
     
    Presented for City Council’s consideration is a request for authorization to submit a grant
    application for the purchase of a fire truck. Available to fire departments throughout the
    country are funds from the Federal Fire Act Grant Program. The City of Muscatine has
    actively pursued grants from this source of federal funding for equipment to supplement
    departmental budget requests for fire department activities in the past. In 2004 the City
    Council authorized a grant application for the purchase of a new fire truck and in previous
    years the city has received funding for air packs for the fire department personnel. The 2004
    grant application is still pending; however, it would be prudent for the city to make
    application for the replacement truck in the 2005 funding cycle as well. If successful, 90% of
    the cost of the estimated $300,000 would be provided through the grant program with 10%
    ($30,000) being required by the City of Muscatine.
     
    At this time City Council could take action to authorize the submission of a grant application
    to the Fire Act Grant Program for the purchase of a new fire truck.
