A. First Reading of an Ordinance Amending Title 7 Police Regulations, Chapter 9
General Offenses, Section 3 Disturbing the Peace, Section 4 Permitting Disturbing
the Peace, and Section 5 Disturbing the Peace by a Person, Association, Firm, or
Corporation Legally Holding an Outdoor Commercial Entertainment Establishment
Permit
Presented for City Council’s consideration is the first reading of an ordinance
amending Title 7 Police Regulations, Chapter 9 General Offenses, Section 3
Disturbing the Peace, Section 4 Permitting Disturbing the Peace, and Section 5
Disturbing the Peace by a Person, Association, Firm, or Corporation Legally Holding
an Outdoor Commercial Entertainment Establishment Permit. At last week’s in-depth
meeting, the proposed changes to this ordinance were presented by city staff for
review by Council. Due to recent concerns raised by the court system, changes were
initiated in the ordinance to include more descriptive language. It is anticipated that
these changes will allow for the ordinance to be effectively applied to the necessary
situations it was created for.

B. Resolution Establishing Refuse Collection Monthly Fees
Presented for City Council’s consideration is a resolution establishing refuse
collection monthly fees. During the recent budget review session, the City Council
reviewed and accepted staff’s recommendation to increase the refuse collection rate
effective April 1, 2008 for residential and commercial customers. The proposed rate
increase is reflective of the need to purchase a new refuse collection truck and the
recently agreed upon assessment fee that was put into place by the Muscatine County
Solid Waste Management Agency. Residential rates will change from $14.00 to
$15.50 per month and Senior Citizen rates will increase from $9.40 to $10.50 per
month. Commercial rates will be adjusted accordingly by percentage.
Is there a motion to adopt the resolution establishing refuse collection monthly fees
for Class I and Class III domestic waste and the guidelines for collection fees for
Class II domestic and commercial accounts?

C. Resolution Setting a Public Hearing on the 2008 Curb and Gutter and Street
Maintenance Program
Presented for City Council’s consideration is a resolution setting a public hearing on
the 2008 Curb and Gutter and Street Maintenance Program. Funds have been
budgeted for the next fiscal year for work on curb and gutter replacement and full-
depth patching in the City of Muscatine. These projects will be done in conjunction
with the second year of the pavement management project. Prior to any formal action
by Council on this matter, a public hearing is required.

and Gutter and Street Maintenance Program for Thursday, April 3, 2008, at 7 p.m.?
D. Request Approval of Ambulance Refurbishment Project
Presented for City Council’s consideration is a request to approve an ambulance
refurbishment project. Included in this fiscal year’s budget are funds to refurbish two
ambulances. After reviewing departmental needs and associated operational issues, it
was determined that only one ambulance would be refurbished this fiscal year for
$80,000. City staff worked with the current provider of the ambulance to assess their
ability and costs associated with refurbishing activities. After reviewing the
information submitted by the vendor, it is staff’s recommendation to proceed with
this acquisition and refurbishing project. The city has already purchased a chassis for
$30,000 and we have received a quote of $45,980 to remount the existing body on the
new chassis. The total cost will be $75,980.
Is there a motion to authorize the ambulance refurbishment project at a cost of
$75,980?
E. Request Authorization to Purchase Electronic Parking Meters
Presented for City Council’s consideration is a request for authorization to purchase
electronic parking meters. As part of the recommendation of the 2007 Parking
Taskforce, the city purchased 120 electronic meters in July 2007. The city currently
has a total of 178 electronic meters and 275 mechanical meters. Based upon savings
generated within the parking operation, staff is recommending that an additional 120
electronic meters be purchased at this time. If approved, the purchase would bring the
number of electronic meters to 298 with 155 mechanical meters remaining to be
replaced. The city has received a quote from POM Inc. in the amount of $13,800 for
this purchase.

Inc. in the amount of $13,800?
F. Request Approval to Set Spring Cleanup Week for April 21-25, 2007

Presented for City Council’s consideration is a request to set Spring Cleanup Week
for April 21-25, 2007. Each year the City Council takes action to establish Spring
Cleanup Week within the City of Muscatine. This is typically done in conjunction
with Keep America Beautiful Week. During spring cleanup, Muscatine residents are
encouraged to take the opportunity to clean out unwanted and unused items from their
homes. As a reminder, no more than eight tires or four appliances will be picked up at
any one residence. There are also other restrictions that apply to what can be left out
during this cleanup period. Any questions should be directed to the transfer station.
Is there a motion to establish the annual Spring Cleanup Week for April 21-25, 2007?
G. Request Approval of Submission of Grant Application by the Fire Department
Presented for City Council’s consideration is a request to approve the submission of a
grant application to the Department of Homeland Security Assistance to Firefighters
grant program for the purchase of a replacement radio system for the Fire
Department. Previously City Council had submitted a grant application for this
purchase. Unfortunately, funding under the previous federal cycle had been exhausted
which requires the city to resubmit the application once again under this current
federal funding cycle. The approximate cost of the replacement equipment will be
$200,000. Of this amount, 90% will be provided through federal sources with a 10%
local match required.
Is there a motion to authorize the submission of a grant application to the Department
of Homeland Security Assistance to Firefighters for the purchase of radio equipment.
