Muscatine County Board of Supervisors

The Muscatine County Board of Supervisors met in regular session at 9:00 A.M. with
Furlong, Dean, Shoultz, Kelly and Watkins present. Chairperson Shoultz presiding.
On a motion by Kelly, second by Dean, the agenda was approved as written. Ayes: All.
Discussion was held regarding use of County property for a geothermal system for the
Public Safety Building. Furlong stated that the County is not ready to make a decision as
the jail study committee has not come back with a recommendation yet for a possible jail
expansion. Chairperson Shoultz stated that the Board approved a study by AJ Associates
to determine the capacity required for a conversion at the Courthouse. Dean asked why
the jail capacity was not included in that study. Shoultz stated that they do not know what
the jail is going to look like in a year and that the bottom line is that they are not ready
yet to make a decision. In response to questions as to why they were not pursuing a
geothermal system at City Hall, Muscatine City Public Works Director Randy Hill stated
that they determined that City Hall was not feasible for conversion to a geothermal
system due to the current heating system as they would have to rebuild from the inside.
Hill stated that the City will be looking at other options in order to proceed with their
project. Dean stated that she feels they need to ask AJ Associates to also look at the jail.
Watkins stated that he thinks the Courthouse needs the retrofit first.
On a motion by Furlong, second by Kelly, the Board approved Resolution #01-05-09-01
Approval of Muscatine County Board of Health Regulations regarding Control of Lead
Based Paint Hazards. Roll call vote: Ayes: All.
On a motion by Dean, second by Kelly, the Board re-appointed Bruce Bryant as the
Muscatine County Weed Commissioner for a one-year term ending December 31, 2009.
Ayes: All.
On a motion by Watkins, second by Furlong, the Board re-appointed Heather Shoppa as
the Eastern Iowa Tourism Association representative and Jane Daufeldt as the alternate
for one-year terms ending December 31, 2009. Ayes: All.
On a motion by Dean, second by Watkins, the Board approved the re-appointment of Dr.
Mark Odell as the Muscatine County Medical Examiner for a two-year term ending
December 31, 2010 along with the following designated Deputy Medical
Examiners/Medical Examiner Investigators for two-year terms ending December 31,
2010: Linda Cooley, M.D., John Ellis, M.D., David Gierlus, D.O., Collette Hostetler,
M.D., James Kwirant, M.D., Manasi Nadkarni, M.D., Steven Paulsrud, D.O., Hamad
Sagha, M.D., Ashley Schmieg, D.O., Matthew Sojka, M.D., Robert Weis, M.D., David
Wettach, M.D., R.D. Oppelt, Bill Wilson, Thomas Summitt and Darren Brooke. Ayes:
All.

On a motion by Furlong, second by Dean, the board re-appointed Mike Hartman to the
Muscatine County Conservation Board for a five-year term ending December 31, 2013.
Ayes: All.
On a motion by Watkins, second by Dean, the board re-appointed Mike Stych (general
construction contractor) and Gregory Kellor (private citizen) to the Muscatine County
Building Board of Appeals for three-year terms ending December 31, 2011. Ayes: All.
On a motion by Kelly, second by Furlong, minutes of the Friday, January 2, 2009 regular
meeting were approved as written. Ayes: All.
Correspondence:
Shoultz was contacted regarding the condition of Sand Run Road.
Shoultz received a letter from the State of Iowa requesting overviews for
Muscatine County infrastructure projects ready to start within six months
that could utilize federal funds that may be made available through a
federal economic stimulus package.
Furlong received a letter that Canadian Pacific Railroad acquired the Iowa,
Chicago & Eastern Railroad in Muscatine County.
